 His Excellency the president of the Sovereignty Council held meetings with the Minister of Foreign Affairs of Djibouti and a number of popular delegations.

 The Vice-President of the Sovereignty Council held a meeting with a delegation from the State of South Sudan. And the members of the Sovereignty Council also held a number of meetings and visits.

 A number of members of the executive organ visited and met with the Ministries of Interior, Foreign Affairs, Irrigation and Water Resources and Health.

 The government continues its commitments to support humanitarian activity and facilitate the movement of humanitarian workers by issuing visas and movement permits and facilitating the distribution of humanitarian aid to states that experiencing the war and the effects of rain and floods.

 The Sudanese armed forces, other regular forces and the joint forces are performing their national duty in pursuing and defeating the rebel militia, establishing security and protecting civilians. They are also carrying out extensive ground operations on rebel militia gatherings in many states.

 The terrorist rebel militia continues its violations in targeting civilian objects, indiscriminate shelling of residential areas and killing civilians, while continuing looting and kidnapping operations.

The report covers events in Sudan during the period from 14 to 20 October 2024. It reflects the activities of the Sovereignty Council, the Council of Ministers and official institutions, the humanitarian situation and efforts to deliver aid and humanitarian assistance. And it also developments in the military and security situation on all fronts, and monitoring the systematic violations of the rebel militia and its crimes against humanity in the states affected by the war. Furthermore diplomatic activities and regional and international interaction with the Sudanese crisis.

1. His Excellency the president of the Sovereignty Council, Commander-in-Chief of the Armed Forces, General Abdel Fattah Al-Burhan, met with the Minister of Foreign Affairs of Djibouti and received a written message from His Excellency the President of Djibouti regarding bilateral relations between the two countries and the possibility of Sudan’s return to the IGAD organization. The meeting addressed the negative positions of IGAD towards what is happening in Sudan, and His Excellency explained the importance of separating Sudan’s relationship with Djibouti from its relationship with the IGAD organization.

2. His Excellency the president of the Sovereignty Council met with the Representative of the Berti Tribe and informed His Excellency the atrocities of the terrorist militia in the areas of Al-Siyah and East Mellit in North Darfur State. His Excellency also met with the Nazir of the Barqad Tribe and praised the role of the civil community in promoting peaceful coexistence, and rejecting tribal differences.

3. Mr. Malik Agar Air, Vice President of the Sovereignty Council, met with a delegation from the Government of South Sudan headed by the Undersecretary of the Ministry of Petroleum. The meeting discussed preparations for pumping South Sudan crude oil. The two parties discussed arrangements for resuming pumping through the pipeline after the rebel militias’ attacks on it.

4. General Shams El Din Kabashi, visited the Eastern Region Command and received a briefing on the progress of operations taking place in the region. His Excellency praised the sacrifices and steadfastness of the armed forces and other regular forces.           

5. General Ibrahim Jaber, met with a delegation from the Supreme Committee for Popular Resistance. His Excellency called for establishing new concepts for popular resistance related to devotion and dedication to the homeland and its security and confronting the danger of the rebel militias and their supporters.

6. General Ibrahim Jaber, met with the Director General of the Sudanese Standards and Metrology Organization and congratulated the employees of the organization on the occasion of World Standards Day, praising the role it plays in protecting the consumer and the national economy, controlling imports and local production, and promoting exports.

7. General Ibrahim Jaber, met with the President of the General Football Association, and His Excellency received a briefing on the performance of the Association, its arrangements and activities for the national teams. His Excellency praised the performance of the national team and its victories during the qualifiers for the 2025 Africa Cup of Nations and the 2026 World Cup qualifiers.

8. The Acting Minister of Foreign Affairs held an enlightening meeting for the heads of diplomatic missions and directors of United Nations agencies in Port Sudan, and refuted with tangible evidence the false allegations raised by the UAE about bombing the headquarters of its ambassador in Sudan, stressing Sudan’s respect for international laws and the Vienna Convention on International Relations of 1961/1963, and its sponsorship of all international missions and agencies. His Excellency also held a joint press conference with the Minister of Culture and Information, which addressed the same topic.

9. The Acting Minister of Foreign Affairs received a message of solidarity and support from his Egyptian counterpart, in which he affirmed Egypt’s support for Sudan and its people and the preservation of all its institutions until it overcomes the current crisis.

10.The Acting Minister of Foreign Affairs held a meeting with the Egyptian Ambassador to Sudan, and discussed with him the course of bilateral relations between the two countries and the activation of all existing mechanisms of bilateral cooperation and coordination in regional and international forums, in addition to some consular issues.

11. The Acting Minister of Foreign Affairs met with Bishop Sarabamon Halim Salam, Bishop of the Coptic Church, and reviewed with him the developments in Sudan. His Excellency was reassured about the situation of Christians in Sudan and the coordination between the church and the ministry to confront the war waged by the rebel militia against all Sudanese Muslims and Christians.

12. The Acting Minister of Foreign Affairs met with the Indonesian Ambassador to Sudan and expressed Sudan’s appreciation for Indonesia’s supportive positions towards Sudan and its provision of humanitarian aid to those affected by the war. He handed him a written letter of thanks to his Indonesian counterpart.

13. The Acting Minister of Foreign Affairs met with the Russian Ambassador to Sudan and discussed the progress of bilateral relations between the two countries and coordination in international forums.

14. The Acting Federal Minister of Health participated in the meetings of the World Health Organization, meeting No. (71) in Qatar. On the sidelines of the visit, he also met with the Minister of International Cooperation, Ms. Lulwa Al-Khater, and thanked the State of Qatar for its position for Sudan in supporting the health sector.

15. The Federal Ministry of Health and the Saudi Embassy in Sudan launched general surgery and thyroid surgery at Bawarith Military Hospital by a Saudi medical team. The Ministry appreciated the Saudi support provided to the health sector in the country.

16. The Acting Undersecretary of the Ministry of Foreign Affairs held a meeting with the Under-Secretary-General for Political and Peacebuilding Affairs in New York. And briefed him an update on the latest developments in Sudan and the victories achieved by the armed forces over the rebel militia, stressing Sudan’s readiness to participate in any negotiations provided that the militia is fully committed to the terms of the Jeddah Agreement.

17. The Undersecretary of the Ministry of Foreign Affairs received the credentials of the new Regional Director of the World Food Program in Sudan and reviewed with him the developments in the country and the humanitarian effects resulting from the war and the need for the program and all organizations working in the field of humanitarian work to move to provide humanitarian assistance to those affected by the war waged by the rebel militia after opening the crossings, including the Adre crossing.

18. The Acting Minister of Interior met, on the sidelines of his participation in the meetings of the Executive Committee of the High Commissioner’s Programme of Action, at the United Nations Palace in Geneva, with the Assistant Secretary for Population, Refugees and Migration at the US State Department. The Minister expressed the Sudanese government’s thanks and appreciation to the US government, welcoming the further humanitarian support declared by the United States for those affected in Sudan.

19. The Acting Minister of Interior met, on the sidelines of his participation in the meetings of the Executive Committee of the High Commissioner’s Programme of Action, at the United Nations Palace in Geneva, with the Norwegian Deputy Minister of International Development. His Excellency expressed the Sudanese government’s thanks and appreciation to the Norwegian government for the support it has continued to provide to the Sudanese people in response to the current humanitarian crisis due to the rebellion.

20. The Acting Minister of Irrigation and Water Resources met with his Egyptian counterpart in Cairo. The two ministers discussed a number of issues related to the Nile waters in a manner that preserves the rights and interests of the two countries.

21. The Director General of the Police Forces visited the city of Rabak in White Nile State at the head of a high-level delegation and was received by the State Governor. His Excellency reviewed the overall security and criminal conditions in the state and participated in the state security committee meeting.

22. The Undersecretary of the Federal Ministry of Health met with the Indonesian Ambassador to Sudan. The meeting discussed common health projects and Indonesian health support. He thanked the government and people of Indonesia for providing the third batch of medical aid to Sudan. The Ambassador stressed that the support is within the framework of relations between the two brotherly countries, hoping for an improvement in the situation in Sudan.

23. Visas and movement permits:

A. Foreign and national voluntary organizations submitted (88) entry visa applications to the Humanitarian Aid Commission, (50) entry visas were approved and (38) visas remain pending.

B. United Nations agencies and international organizations submitted (52) entry visa applications to the Ministry of Foreign Affairs, (50) entry visas were approved and (2) visas remain pending.

C. Issuing (81) permits to move to foreign voluntary organizations, namely the International Rescue Committee, Doctors Without Borders (MSF), the Swiss, Belgian, Dutch, Medical Corps, World Child Care, the Danish Refugee Council, Mercy Corps, Italian Emergency, Islamic Relief, International Relief, Italian Coppi, German Organization for Agricultural Work, Catholic Relief Services and Smartin Purse to various states of Sudan.

D. Issuing (67) permits to move to United Nations agencies and international organizations, namely UNICEF, World Food Program, High Commissioner for Refugees, United Nations Development Fund, International Migration, United Nations Office for the Coordination of Humanitarian Affairs and the International Committee of the Red Cross.

A number of United Nations agencies, foreign and national organizations distributed humanitarian aid as follows:

A. Transporting (574) tons of food supplies (oil, salt, lentils, meal) to a number of Sudanese states.

B. Transporting (3,958) cartons (child care tools, cleaning equipment, medicines, entertainment tools, education tools) to a number of Sudanese states.

C. The Federal Ministry of Health transported (120) tons of emergency medicines to the cities of Kassala, Gedaref and Omdurman.

D. The Sudanese Red Crescent transported (1400) cartons of food baskets, (300) bags of flour, (500) bags of sugar and (150) cartons of clothes to Sennar State.

E. The Joint National Committee for Humanitarian Emergencies transported (150) tons of wheat flour to the states of Kassala and Gedaref, and transported (90) tons of emergency medicines to the cities of Atbara, Dongola and Gedaref.

F. The Jasmar Organization for Food Security transported medical equipment to the city of Omdurman in Khartoum State.

25. The Sudanese government renewed in a statement issued by the Sovereignty Council on 18/10/2024 its commitment to provide all facilities for the flow of humanitarian aid to those in need throughout the country and to open the airports of Kassala, Dongola, El Obeid and Kadugli, which was agreed upon between His Excellency the president of the Sovereignty Council and His Excellency the President of the State of South Sudan, thus there are 6 airports available to international organizations in addition to 7 land crossings that were previously approved.

26. Three planes arrived from Indonesia carrying about (53) tons of medical and humanitarian aid.

27. The Ministry of Finance and Economic Planning announced in a statement the payment for humanitarian aid that the ministry made after the outbreak of the war on April 15, 2023 until August 2024 as follows:

A. An amount of (300) million dollars as customs exemptions for humanitarian aid.

B. An amount of (34.6) billion pounds in direct cash payment to meet the costs of transporting, storing and providing humanitarian aid.

C. An amount of (470) billion pounds to purchase wheat and corn for the displaced in some states.

D. An amount of (75) billion pounds to purchase corn from the strategic stockpile.

E. An amount of (230) million dollars allocated for humanitarian work from the World Bank.

F. An amount of (176) million dollars from the African Bank for development as humanitarian assistance.

28. Movements of the Sudanese Armed Forces and other regular forces

A. The official spokesman for the armed forces issued a statement on 20/10/2024 declaring the surrender of the rebel Abu Aqla Kikil and a group of rebels and their joining the fighting alongside the armed forces.

B. The armed forces and other regular forces defeated the rebel militia in the Lamab neighborhood in Khartoum State, resulting in the killing of a number of rebels, wounding others, and the seizure of a number of combat vehicles and equipment.

C. The joint forces launched a preemptive attack on the rebel militia in Dar Al Salam locality in North Darfur State, resulting in the killing and wounding of a number of rebels and the destruction many of combat vehicles.

D. The armed forces, other regular forces, and the joint forces repelled an attack by the rebel militia on East Donki Al-Hur in North Darfur State, inflicting losses on them in their military capabilities.

E. The armed forces and other regular forces repelled an attack by the rebel militia on the village of Wad al-Nura in Gezira State, which aimed to loot civilians in the village.

F. The armed forces opened the Doba Bridge and traffic returned to and from Sennar City, which helps in the entry of assistance of food and medical supplies to the states of Sennar, White Nile and Gezira. P

29. The armed forces and other regular forces regained control of a number of areas on the eastern and western axes of Al-Jazeera State, inflicting heavy losses on the rebel militia in lives and equipment.

30. Violations of the RSF terrorist militia:

A- On 15/10/2024, the rebel militia bombed the Saudi Hospital in El Fasher, killing one medical staff member, wounding a number of patients, and causing extensive damage to the hospital buildings.

B- On 9/10/2024, the rebel militia looted (500) heads of cattle from the village of Al-Duwaira, south of Al-Jazeera State, after the citizens rejected the forced recruitment campaigns in its ranks.

C- On 11/10/2024, the rebel militia looted the wheat stock at Al-Baqir Grain Mills, south of Khartoum State, and distributed it to their forces and placed guards at the location.

D- The rebel militia bombed the sixth and eighth neighborhoods of Al-Thawra in Omdurman, Khartoum State, killing a civilian and wounding (5) others.

E- The rebel Al-Nadhir Younis Ahmed, who claims to be the general advisor of the rebel militia, issued a decision No. (15/2024), which prohibited the passage of commercial vehicles to and from Darfur states. The decision affected the arrival of humanitarian aid and commercial vehicles to Darfur states and other states.

F- On 11/10/2024, the rebel militia attacked the village of Umm Shanq in Al-Jazirah State and looted civilian homes and the hospital pharmacy in the village and took away (4) patients.

G- The artillery shelling by the rebel militia continued from 13/10 to 18/10/2024 on the neighborhoods of Al-Fasher and the market of Naivasha camp and Abu Shouk for the displaced in North Darfur State, which led to the killing of (10) and wounding of (32) civilians.

H- During the days of 13-14-15/10/2024 , the rebel militia looted and displaced the residents of the villages of Hajar Al-Asal (Al-Khalwat, Al-Lababu, Al-Diomab, Awlad Dakin and Al-Zarqana village) in River Nile State, which resulted in the killing of (2) civilians, the injury of (2) others, and the displacement of the villagers to the state.

I- On 14/10/2024, the rebel militia attacked Al-Masara’a village east of Al-Jazeera State and looted (17) heads of cattle and injured a civilian.

I- On 16/10/2024, the rebel militia attacked Wadi Al-Nil village in Al-Hasahisa locality and attacked civilian homes, killing (4) civilians and wounding others.

K- On 17/10/2024, the rebel militia looted two trucks of goods in the Abu Marikha area in Al-Jazeera State.

L- On 17/10/2024, the rebel militia attacked Jabal Kurdus in Sennar State and looted citizens’ property and injured (4) civilian.

M- On 18/10/2024, the rebel militia prevented citizens from receiving treatment at the Shaheeda Nada Health Center in Haj Youssef, Khartoum State, and allocated it to treat its wounded.

N- On 18/10/2024, the rebel militia bombed the neighborhoods of Ombada, Block 43, 50, Khartoum State, which resulted in the killing and wounding of a number of civilians and the destruction of many homes.

Sixth: Regional and international activities and movements

The Ministry of Foreign Affairs rejected the decision of the European Council to extend the sanctions imposed by the Council on some leaders of the armed forces for a second year ending in October 2025, and stressed that any attempts to equate the armed forces that defend Sudan, its sovereignty, territorial integrity and people with the rebel militia that commits all atrocities is unacceptable to Sudan, and called on the European Union to reconsider its position and look at the crisis in an objective and sound manner and condemn the crimes of the militia.

Seventh: The economic situation

31. Basic services sector (health, water, electricity and education):

The Federal Ministry of Health has completed the purchase of disease vector control aids, funded by the Federal Ministry of Finance, at a value of four trillion pounds, representing the value of (80) manual spraying machines and pesticides that arrived at the port.

A- The harvesting operations of the summer crops for the year 2024-2025 are proceeding well in the states of Gedaref and Kassala for sesame and crops.

B- Water was pumped from the Sennar reservoir to the Gezira and Managil projects in an amount of (10,750) m3 into the Gezira Canal and (9,350) m3 into the Managil Canal.

C- The cumulative sheep exports in the period from January to October 2024 amounted to (3,528,493) heads, and the cumulative meat exports amounted to (364) tons.

32. Oil and minerals sector

A- Continued production of Heglig field in West Kordofan State with an average daily production of (21,256) barrels.

B- Total gold exports during the week amounted to about (485) kilograms.
