Executive Summary

 ❖ His Excellency the president of the Sovereignty Council held meetings with the delegation of the African Peace and Security Council and the Governor of Kassala State, and sent messages to the heads of state of China, Iraq and Nigeria. He also inspected citizens and forces on the front lines.

 ❖ The Vice president of the Sovereignty Council participated in the African Peace and Security Workshop and held a number of meetings with state officials and popular delegations. The members of the Sovereignty Council also held a number of meetings and visits.

❖ A number of members of the executive body held meetings, and most of them with the Ministries of Interior, Health, Energy and Oil, in addition to presenting the activities of the state governors. ❖ The government continues its pledges to support humanitarian activity and facilitate the movement of humanitarian workers by issuing visas and movement permits and facilitating the distribution of humanitarian assistance to states affected by war, rains and floods.

❖ The armed forces and other regular forces are carrying out their national duty in chasing and defeating the rebel militia, establishing security and protecting civilians. It also carried out extensive ground operations against rebel militia gatherings in a number of states.

❖ Continued violations by the terrorist rebel militia in targeting health and educational facilities, shelling of residential areas, and killing a number of civilians, while continuing looting, plundering, and kidnapping operations.

 Introduction

 This report covers events in Sudan during the period from September 30 to October 6, 2024. It reflects the activities of the Sovereignty Council, the Council of Ministers and official institutions, the humanitarian activity and efforts to deliver aid and humanitarian assistance, developments in the military and security position on all fronts, and monitoring the systematic violations of the rebel militia and its crimes against humanity in the states Page 2 of 11 experiencing the war, in addition to diplomatic activities and regional and international interaction with the Sudanese crisis.

 First: The president of Sovereignty Council Activity

 1. His Excellency the president of the Sovereignty Council met with the delegation of the African Peace and Security Council headed by Ambassador Mohamed Gad, Egypt’s Permanent Ambassador to the African Union and the rotating Chairman of the Peace and Security Council for the month of October. His Excellency welcomed the delegation and pointed out that the African Union ignored the crisis in Sudan and that its description of what happened on October 25 as a coup was inaccurate and contradicts the facts, stressing that Sudan is being subjected to colonization and violations by the rebel militia with the participation of foreign mercenaries and the assistance of countries known to everyone and that there is a political force that wants to return to power before the citizens return to their homes occupied by the rebel militia. The head of the delegation stated that the explanations provided by His Excellency to the delegation helped in understanding the dimensions of the Sudanese crisis and he affirmed his support for Sudan in achieving peace in the country.

2. His Excellency the president of the Sovereignty Council paid a visit to the Third Infantry Division in River Nile State. He also inspected the Kadro and Hattab military areas and met with some citizens of the two areas in Khartoum State.

 3. His Excellency the president of the Sovereignty Council sent a message of thanks and gratitude to the Chinese President for the warm reception and generous hospitality during his participation in the activities of the China-Africa Cooperation Forum, which was recently hosted by Beijing. His Excellency also sent another massage on the occasion of the seventy-fifth anniversary of the founding of the People’s Republic of China.

4. His Excellency the president of the Sovereignty Council sent a message to His Excellency the President of the Republic of Iraq, on the occasion of his country’s National Day.

5. His Excellency the president of the Sovereignty Council sent a message to the Nigerian President on the occasion of the anniversary of the independence of the Federal Republic of Nigeria.

 6. His Excellency the president of the Sovereignty Council met with the acting Governor of Kassala State, and His Excellency was briefed on the overall situation Page 3 of 11 in the state and the efforts made to provide all the necessary needs for citizens and address the effects of the torrents and floods that the state recently witnessed.

Second: Sovereign Council Members Activity:

 7. Mr. Malik Agar Ayre, Deputy president of the Sovereignty Council, and his accompanying delegation participated in the annual forum of the Thabo Mbeki Foundation in Johannesburg, regarding the situation of peace and security in Africa. His Excellency left the event in protest against the participation of the rebel militia delegation, describing their participation as a shedding of Sudanese blood and forcing the Sudanese to coexist with the crimes of the rebel militia, which is unacceptable.

 8. Mr. Deputy president of the Sovereignty Council met with the Minister of Cabinet Affairs and Acting Prime Minister, Mr. Osman Hussein, and briefed His Excellency on the performance of the executive organ and the general features of the government’s future plans and programs, especially the implementation of the Sudanese Certificate exams scheduled to be held during this year.

9. Mr. Deputy president of the Sovereignty Council met with the Acting Minister of Labor and Administrative Reform. The meeting discussed labor and workers issues, the civil service file and its laws, in addition to the ministry’s relationship with regional and international organizations and the conditions of foreign and local workers.

 10. During his address to the training workshop on radio professions and radio performance professionalism, the Vice President of the Sovereignty Council called for the need to develop media work and pointed out that what the United Arab Emirates said that the armed forces targeted the headquarters of the Emirati ambassador in Khartoum is a pure slander and that the armed forces are managing the battle with high professionalism.

 11. General Shams El Din Kabashi, member of the Sovereignty Council and Deputy Commander-in-Chief, met with the Turkish Ambassador to Sudan, Fatih Yildiz. His Excellency praised Turkey’s supportive positions for Sudan in the humanitarian field and the ambassador stressed the need to develop bilateral relations between the two countries in all fields

12. General Shams El Din Kabashi visited the command of the 18th Infantry Division in Kosti and His Excellency supervised the progress of military operations in the states of White Nile and Sennar and witnessed the meeting of the forces of Sennar and White Nile and the opening of the national road linking the two states. His Excellency pledged to cleanse the country of the rebel militia.

 13. General Yasser Al-Atta, member of the Sovereignty Council, inspected the forces participating in the liberation of the Kadro and Halfaya areas and witnessed the meeting of the Kadro forces and the forces crossing from Karari. His Excellency also paid a visit to the Armed Forces Medical Hospital in Omdurman to check on the wounded and injured in the Battle of Dignity, and the sick citizens, and pledged to cleanse Khartoum State of the rebellion.

14. General Ibrahim Jaber, member of the Sovereignty Council, met with the Executive Secretary of the Great Lakes Organization and affirmed Sudan’s support for the organization to achieve stability and development of the countries of the region. His Excellency provided an update on the situation in Sudan and the violations committed by the rebel militia against civilians and public facilities in the country. The Secretary extended an invitation to His Excellency the Chairman of the Sovereignty Council to attend the Summit of Heads of State and Government to be held in Angola next November.

15. General Ibrahim Jaber, met with the delegation of the African Peace and Security Council. His Excellency expressed his reservations about the negative positions of many African countries and their silence on what is happening in Sudan and their failure to provide a clear condemnation of the violations of the rebel militia. His Excellency stressed Sudan’s keenness to establish peace and facilitate the delivery of humanitarian aid to those who deserve it, noting that there is no famine in Sudan, but it is a pretext for interference in Sudanese affairs.

 16. Mr. Abdullah Yahya, a member of the Sovereignty Council, visited River Nile State and met with the acting governor of the state and was briefed on the overall situation there. He also visited the wounded in the operations and praised the efforts of the anti-smuggling police.

Third: Activity of executive organ:

17. The Acting Minister of Interior met with the Ambassador of the Republic of Turkey to Sudan and praised Turkey’s supportive towards the Sudanese people and it providing of humanitarian assistance. He renewed the Ministry’s commitment to activating all bilateral agreements between the Ministries of Interior in the two countries in the areas of capacity building, training, upgrading and developing customs and civil defense technology. The Ambassador stressed the development and strengthening of relations between the two countries in the areas of police work.

18. The Acting Minister of Energy and Oil met with a delegation from the China Water and Electricity Corporation (CWE). The meeting discussed the implementation of dual power transmission line projects, the establishment of solar power plants in a number of states, the completion of the Upper Atbara and Setit Rivers project, the modification of the electricity transmission line from Atbara to Port Sudan and the solution to the problem of Gedaref waters implemented by the company.

 19. The Acting Minister of Agriculture visited the states of Kassala and Gedaref and inspected agricultural projects and ongoing arrangements for the harvest season.

 20. The Acting Federal Minister of Health visited River Nile State and reviewed the health conditions and pharmaceutical situation in a number of hospitals in the state and launched the operation of magnetic resonance imaging at the diagnostic center in Atbara, stressing support for the health sector and localizing the magnetic resonance imaging service in all states of Sudan following the looting of medical devices and equipment by the rebel militia.

21. The Acting Minister of Health participated via video in the Fifth Scientific Conference of the Doctors Syndicate in Ireland and praised the response of health cadres to the health condition in the country. And also mentioned to the violations of the rebel militia against civilians and their destruction of the health sector and vital services. In addition to discuss the ministry’s plan for response and strengthening the decentralized system and rehabilitation.

 22. The Acting Federal Minister of Health met with the Nazir of the Kawahla tribe and the meeting discussed providing health services in the Doba area in Sennar State, which was affected by the war, and working to deliver medicine supplies to the region

23. The Acting Minister of Health met with the Turkish Ambassador to Sudan and praised Turkey’s supportive attitudes towards Sudan, especially in the health sector, through the protocol signed between the two countries. The Ambassador stressed the development of bilateral relations between the two countries in all fields and their commitment to activating the joint protocols between the two countries.

 24. The Acting Minister of Health met with the Secretary-General of the Sudanese Red Crescent Society. The meeting discussed the Society’s programs related to humanitarian affairs and its future plans, as well as its coordination relations with regional and international organizations working in humanitarian aid and medical supplies.

25. The Acting Federal Minister of Health met with the Governor of Kassala State and discussed the challenges facing the health condition in the state and the urgent interventions that contributed to reducing cholera infections, in addition to the status of drug supplies and medical supplies.

26. The Acting Federal Minister of Health met with the Director of the Qatar Red Crescent Office in Sudan. His Excellency appreciated the support that the State of Qatar and the Qatar Red Crescent have continued to provide to the country, in terms of medical supplies. The Minister indicated that the meeting is within the framework of strengthening partnerships and coordination to confront the spread of epidemic diseases in the states.

27. The Acting Federal Minister of Health met with a delegation from the Sudanese Association for Liver Transplant Care and Localization. The meeting discussed the preparation of a special file for transplant care and focusing on preventive aspects and health promotion activities, adopting a joint project for liver transplantation in Sudan. And called for building strategic partnerships at home and abroad to attract support.

 28. The Director General of the Police Forces met with the Acting Governor of Kassala State. The meeting discussed the overall security and criminal situation in the state.

 His Excellency reviewed the police plans to achieve security and stability and provide services to citizens. He called for attention and focus on security, criminal and social work.

29. The Governor of Khartoum State visited the villages of North Bahri after the meeting of the Kadro forces with the Karari forces. He checked on the conditions  of the citizens in those areas and directed the opening of police stations and the provision of basic services. forth: Humanitarian Activity:

30. Visas and movement permits: A- The Humanitarian Aid Commission granted (54) entry visas to foreign organizations, and the Ministry of Foreign Affairs granted (57) visas to United Nations agencies and international organizations as well as(45) movement permits to a number of foreign voluntary organizations to various states of Sudan, namely the Norwegian Refugee Council, the Italian Emergency, the Medical Corps, ADRA, World Child Care, the International Rescue Committee, Mercy Corps, the French Doctors Without Borders, the French ACTED, the Swiss Doctors Without Borders. And also, it granted (32) movement permits to the United Nations agencies and international organizations (WFP IOM, UNFPA, ICRC, OCHA,) to a number of states of Sudan.

31.Distribution of humanitarian aid: A number of United Nations agencies, foreign and national organizations distributed humanitarian aid as follows: A. Transporting (1,486) tons of food supplies (lentils, salt, oil and meals) to a number of Sudanese states. B. The Federal Ministry of Health transported (120) tons of emergency medicines to the cities of Gedaref, Kassala, Dongola and Omdurman. C. The World Health Organization transported (284) boxes (medicines, medical supplies) to River Nile State. D. The International Organization for Migration transported humanitarian assistance and shelter materials (blankets, tarpaulins, mosquito nets, cooking utensils and solar lamps) to the city of Al-Geneina in West Darfur State.

 32. The World Health Organization brought in 5 trucks of medicines through the Adre crossing, destined for (Nertiti, Rokoro) in Central Darfur State, and delivered them to the Sudanese Relief Agency affiliated with the rebel militia without notifying the relevant government authorities, which is a violation of the decision of the Humanitarian Aid Commission issued on September 5, 2024 for international organizations and agencies not to deal with the agency associated with the rebel militia

Fifth: military and security situation:

33. Movements of the Sudanese Armed Forces and other regular forces .

A. The armed forces and other regular forces launched an attack on the rebel militia in the areas of Halfaya, Kadro and Darushab in Khartoum State and forced them to retreat to the Shambat area.

B. The Sudanese armed forces and other regular forces launched an attack on the rebel militia in the Al-Muqran area in Khartoum State, which resulted in the killing and wounding of a number of rebels.

C. The sudanese armed forces and other regular forces targeted gatherings of the rebel militia in the Al-Lamab area, which resulted in the seizure of a number of weapons and ammunition and the destruction of combat vehicles and equipment.

 D. The sudanese armed forces and other regular forces launched an attack on rebel militia gatherings in Al-Bashir residential towers and Khartoum University farms in Shambat area in Khartoum State, resulting in the killing and wounding of a number of rebels.

The rebel militia used Al-Baraha Hospital as a military barracks.

E. The armed forces and other regular forces repelled an attack by the rebel militia on Al-Khayari and Al-Faw areas in Gedaref State, resulting in the killing and wounding of a number of rebels and the destruction of a number of combat vehicles.

 F. The armed forces and the joint forces launched an attack on rebel militia gatherings in the southern axis in Al-Fasher city, resulting in the killing and wounding of a number of rebels and the destruction and capture of a number of military vehicles.

G. The armed forces and the joint forces launched attacks on rebel militia gathering sites in Al-Maliha axis in North Darfur State, resulting in the killing and wounding of a number of rebels and the destruction of a number of combat vehicles and mechanisms.

 H. The armed forces and the joint forces repelled an attack by the rebel militia on several areas in North Darfur State, which resulted in the killing and wounding of a number of rebels, and the joint force took control of the Bir Mazza area.

T. The armed forces and the joint forces launched attacks on rebel militia gatherings in the areas of Al-Siyah, Madu, Jabal Kulgi, Kilo (8) east of Al-Fasher and the southern axis of Al-Fasher city in North Darfur State, which resulted in the killing and wounding of a number of rebels and the destruction of a number of combat vehicles. J. The armed forces and the joint forces launched an attack on rebel militia gatherings in several areas in Kulbus locality in West Darfur State, which resulted in the killing and wounding of a number of rebels in West Darfur State. K. The armed forces and other regular forces tightened the siege on the rebel militia at the Al-Jili refinery, which resulted in the escape of a number of rebel militia members in civilian clothes.

 L. The armed forces and other regular forces launched attacks on rebel militia gatherings in the areas of Fariq Al-Sarij and Al-Sada in River Nile State, resulting in the killing and wounding of a number of rebels and the destruction of a number of combat vehicles.

 M. The armed forces and other regular forces launched an attack on a rebel militia gathering in the areas of Jabrah and Kalakla in Khartoum State, resulting in the killing of a number of rebels and the destruction of a number of combat vehicles.

34. Violations of the RSF terrorist militia:

A- On September 29, the rebel militia raided Al-Saqqai Hospital in Bahri, Khartoum State, assaulted medical personnel and looted medicines and medical supplies.

B- On September 29, the rebel militia bombed the areas of Hajar Al-Asal and AlBasabir in River Nile State, killing and injuring a number of civilians.

C- On September 29, the rebel militia took a number of citizens to the village of Al-Suriba in Al-Jazeera State, torturing them and looting their property.

D- On September 30, the rebel militia bombed a number of residential areas in AlFasher city, North Darfur State, killing a citizen and injuring a number of civilians. E- On September 30, the rebel militia assaulted and tortured civilians in the villages of Mahla, Al-Kujaira and Wad Al-Shafie in Al-Jazeera State. Page 10 of 11 F- On 1/10/2024, a force from the rebel militia took (9) citizens from the areas of Amrahik and Sambo in North Darfur State to the land port in El Fasher.

G- On 1/10/2024, the rebel militia arrested the Secretary of Zakat in East Darfur State (Hamed Hammad) and 6 employees from the localities of Al-Fardous, Adila, Abu Karinka, Yassin and Al-Da’ein.

H- On 2 October, the rebel militia carried out forced recruitment campaigns among children in Khartoum State after most of its forces fled to Darfur and other states.

A- Water was pumped from Sennar Reservoir to the Gezira and Managil projects in an amount of (7,100) m3 into the Gezira Canal and (6,500) m3 into the Managil Canal. B- Cumulative sheep exports from January 2024 until now amounted to (3.4) million heads. C- Total cultivated areas in the country amounted to about (39) million acres. 26. Oil and minerals sector: A- Continued production of Heglig field in West Kordofan State at (20,628) barrels per day. B- Total gold exports during the week amounted to about (369) kilograms.

On 2 October, the rebel militia bombed a number of neighborhoods in Omdurman and Al-Thawrat, which resulted in the killing and wounding of a number of civilians.

Y- On October 2, the rebel militia bombed residential neighborhoods in the city of El Fasher in North Darfur State, killing (12) and wounding (30) civilians who were transferred to the new El Fasher Hospital and the Medical Corps. K- On October 2, the rebel militia closed the local market of Saraf Omra in North Darfur State and forced citizens to be forcibly recruited. L- On October 2, the rebel militia took two citizens from Darwish village in Gezira State after beating them and imprisoning them inside the railway station in Wad Al-Shafie. M- On October 2, the rebel militia looted and destroyed the equipment of the Sudatel Telecommunications Company switchboard in Al-Maigoma in Khartoum State. Sixth: Regional and international activities and movements 35. The Ministry of Foreign Affairs issued a statement denying the UAE’s accusation that the Sudanese Armed Forces bombed the home of the UAE ambassador in Khartoum. The statement confirmed that the Sudanese Armed Forces are fully aware of international law and the Geneva Conventions on Diplomatic Relations, and are leading the battle with professionalism and expertise. Seventh: The economic situation 36. Basic services sector (health, water, electricity and education): The Federal Ministry of Health received (1.4) million doses of cholera vaccine provided by the Global Alliance for Vaccines to implement a campaign to combat the cholera epidemic in the affected states. 37.
